who we are
We Are Member Owned
In 1926, Frank J. Viktorin bought the water company located in Jarrell, TX. He and his family walked door to door to read meters for their 60 some customers then walked back to collect on the bill. When water was off for line repair, each affected customer would be notified by phone.*

Mr. Viktorin sold the system in 1969. The community of buyers incorporated the Jarrell-Schwertner Water Supply with five initial Directors: James H. Jones, James R. Sybert, O.B. Schwertner, Alviae Cating, and Clarence Fischer.

The system has grown considerably since those early days. We've gone from 3 wells to 7; from service to one community to service in or around 5 different communities; from two storage tanks to 7 with one new elevated tank in the works. Jarrell-Schwertner Water Supply Corporation, currently 1400 members strong, continues to grow and strive for excellence as a member-owned non-profit rural water purveyor.

As a member-owned company, JSWSC not only supplies the water needs of our customers, we are also responsible to our members regarding the physical and financial well-being of the corporation. Policy and contract level decisions are still made within the guidelines of the company By-Laws and Tariff by a nine member Board of Directors, elected from and by the membership.

Our dedicated crew of four maintains the wells, the standpipes, and over 200 miles of pipeline in a 125 sq. mile area. With a service area that stretches from Theon to West of Jarrell to East of Salado to West of Holland to West of Bartlett we continually strive to meet the water needs of a diverse population. The office staff includes two full-time and one part-time professionals ready to meet the present needs of our 4000+ customers as well as prepare the company for the future and the continued growth we believe that will bring.

We Keep Clean Water Flowing

For almost 40 years, the Jarrell-Schwertner Water Supply Corporation has been delivering a steady stream of crystal clear water from the Edwards Aquifer straight to you at prices low enough to take for granted. Although it sounds easy, keeping the 40 year old equipment in working order, finding the funds to replace the aged system and secure long-term water supplies is a full-time effort for the JSWSC team of professionals.

Like most water suppliers, we are regulated by, audited by and report to the Texas Commission on Environmental Quality (formerly known as the TNRCC). In addition, as a Non-Profit Corporation, we abide by state guidelines such as annual financial audits and open records requests.

We take water samples, read meters, dig the hole, fix the break, ready reports, send bills, change chlorine bottles, ride the line, check the pressure, take the call, attend the meeting, listen to the lecture, and try to exceed our customer’s expectations.

If you would like to hear more detail on daily efforts, we invite you to attend our monthly Board of Director’s meeting. There are plenty of chairs and lots of room at the Jarrell Community Center on the 2nd Wednesday of every month (except December) at 7:00 P.M. A copy of the agenda is posted at the water company office and at the Bell and Williamson Co. Clerks’ offices at least 3 days prior to the meeting.
